Just before the new year, China finalized the regulations for the operation of its national carbon emissions trading system (ETS). With that key step, the ETS is now open for business. The largest carbon market in the world will initially cover 40% of China's carbon emissions -- giving the government a strong tool to control emissions that harm the climate and take a severe toll on human health.
